Shanghai is one of China’s most modern cities. This leads to many people being attracted to it. Therefore there are many problems due to the amount of people in Shanghai. The Government is solving these problems very efficiently and effectively which means soon there will be no more problems. Since there will be no more problems I think Shanghai will use the money to expand their land which means they can gain more people so they can get more money so they can become one of the most modern cities in the world.
